Center for Health and Gender Equity (CHANGE)
In 1994, the United States and nearly 180 other countries gathered in Cairo at the International Conference on Population Development (ICPD) and committed--for the first time--to promoting and protecting women's and girls' sexual and reproductive rights as a universal human right. CHANGE was founded immediately following the ICPD to hold the U.S. government accountable for that commitment.
